Ideally I'd like to see funding increased in all of those areas because providing those services is what councils should be about, and with rising and ageing population it is likely to cost more to do so. I'd also like to see sustainability principles and holistic thinking applied to the provision of services - e.g. investing in public transport, cycling and walking will help improve air quality which improves public health etc. Investing in encouraging people to reduce & reuse as well as recycle may lower recycling rates in the short term but zero waste is the right thing to aim for in order to achieve a circular, resilient economy. Where higher charges are considered, a lower option should be kept for people on low income.
